1995
Norman Heinrich is hired by California-based WNC Insurance Services to open a Private Flood Division. Backed by Lloyd’s and operating under the name WNC SE Insurance Services, Norman capitalizes on opportunities in the private flood market, initially operating the division out of his garage.
1997
WNC SE Insurance Services establishes its first official office in Miami. Norman brings on Thomas Phillips, current vice president of voluntary flood products, as his inaugural hire.
1998
El Nino
El Nino weather events causing unprecedented flooding in mid-October in Southern Texas, resulting in nearly 30 deaths from drowning and more than $1 billion in damages. This climate pattern also caused southeastern Florida to receive twice the typical rainfall that winter, leading to extreme flooding and property damage.2000
WNC launches its first admitted primary residential flood program.
2004
Four hurricanes
Four hurricanes hit the state of Florida in a six-week period: Hurricane Charley on August 13, Hurricane Frances on September 4, Hurricane Ivan on September 16, and Hurricane Jeanne on September 25. These four storms cause more than $50 billion in damage nationwide and affect nearly every part of the state.2005
After nearly a decade of success, Norman and his growing team create a Private Flood Program for one of the world’s top 10 largest insurance carriers.

Hurricane Katrina
Category 5 Hurricane Katrina decimates New Orleans over Labor Day weekend, becoming the costliest natural disaster in U.S. history, and drastically altering the insurance landscape for the state of Louisiana. The storm is responsible for more than 1,800 fatalities, cost nearly $200 billion in damages and leads to increased awareness of the importance of catastrophe risk management.2011
Tokio Marine Kiln purchases 49% of WNC from private equity firm; WNC’s founders purchase the other 51%.
2012
WNC launches the PHLY Commercial Flood Program in partnership with Philadelphia Insurance Company, a Tokio Marine Group company.

Hurricane Sandy
Hurricane Sandy wreaks havoc across 24 states, generating more than $86 billion in damage. The superstorm makes landfall in New Jersey before moving north, causing destruction throughout the eastern seaboard and leading to fatalities in New York, New Jersey, Connecticut and Pennsylvania. The storm also brings Washington D.C. and New York City to a halt, with widespread federal office closures and a two-day shutdown of the New York Stock Exchange.2017
Hurricanes Irma and Harvey
The 2017 hurricane season becomes the most active on record, with 17 named storms, 10 hurricanes and 6 major hurricanes, including two Category 4 hurricanes: Hurricane Irma, which makes landfall in the Florida Keys, and Hurricane Harvey, which causes widespread flooding throughout Houston and leads to a substantial take-up of flood insurance coverage.2018
TMK acquires the remaining 51% of WNC, which is rebranded as Tokio Marine Highland several years later.
2021
Lauren Savage is named president of the TMH Private Flood Division.
2022
Hurricane Ian
Category 5 Hurricane Ian becomes the third costliest weather event in U.S. history and leads to the fourth highest number of flood disaster payouts under the National Flood Insurance Program. The storm causes catastrophic flooding throughout southwestern Florida, the Carolinas, Virginia, Delaware, Pennsylvania and New Jersey.2022
Norman Heinrich is named CEO of Tokio Marine Highland.
